Project Details

Enterprise seeks to launch viable state-specific SAVIs, which seek to connect America’s private capital markets to effective social support programs. Specifically, this launch is expected to involve several strategic activities simultaneously, which will:

a. increase public awareness of the value of SAVIs and social support and preventive social programs, as well as the role they each can play in improving the lives of low-income seniors while reducing government expenditures;

b. demonstrate the viability of one or more interventions which help low-income seniors reduce the risk or impact of adverse events in their lives;

c. obtain suitable state-specific pilot authorization or enabling legislation whereby particular interventions can be tested in practice;

d. raise capital for the first SAVIs in the United States; and

e. support creation of appropriate contractual Pay-for-Success (“P4S”) agreements between the SAVI issuer and other parties, such as intervention service providers.
