Capital Needs in the Public Housing Program
Project Details
A national study to estimate capital needs in the U.S. public housing stock, including both existing (backlog) and accrual needs. The study also aimed to assess changes since 1998, evaluate the usefulness of REAC inspections, and understand how PHAs estimate needs under asset-based management.
Services provided:
· Conducted on-site inspections at 548 properties across 140 PHAs
· Developed a system for estimating existing and future capital needs using the Observable Systems Approach
· Created national estimates of backlog and accrual needs
· Conducted PHA surveys and used additional data sources to supplement inspection data
· Analyzed changes in capital needs from 1998 to 2010
· Estimated additional costs for lead paint abatement, accessibility improvements, and energy/water efficiency upgrades
· Produced a comprehensive final report for HUD
