Designing an Affordable Housing Strategy for Ulaanbaatar

AHI worked with the municipality of Ulaanbaatar to develop its affordable housing strategy and provided input for a national housing strategy. Mongolia was (and still is) undergoing rapid urbanization, rising sprawl of informal ger settlements, and worsening air pollution due to coal-burning stoves and a lack of of formal infrastructure networks. More than one-third of Mongolia's residents live in Ulaanbaatar; consequently, the capital city faces considerable pressure to identify strategies for city development that focus on upgrading informal ger settlement areas and offering affordable housing solutions for its new and long-term residents. As the Prime Consultant to the municipality, AHI assessed housing sector issues in Ulaanbaatar, facilitated stakeholder workshops, designed and conducted capacity-building workshops for public and private sector institutions, and ultimately designed an affordable housing strategy and program.

In May 2015, the city council formally adopted the affordable housing policy developed by AHI and have since begun a number of projects consistent with our recommendations.
