McLaughlin at work over the last four decades, from Middlesex County commissioner to close ally of the current lieutenant governor, call him “a thug,” “a liar,” and now “a ­felon.”</span></p>

<p class="MsoNormal" style="margin: 0in 0in 0pt 0.5in;"><span lang="EN" style="font-size: 10pt; font-family: 'Arial','sans-serif'; color: #006600; mso-ansi-language: EN;">Long before McLaughlin stood before a federal judge last Tuesday <i style="mso-bidi-font-style: normal;">[February, 2013] </i>and pleaded guilty to deliberately concealing his inflated $360,000 salary at the Chelsea Housing Authority, his integrity had been questioned in one job after another and he had repeatedly <b style="mso-bidi-font-weight: normal;">avoided criminal charges despite at least five previous investigations</b>. </span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span lang="EN" style="font-size: 10pt; font-family: 'Arial','sans-serif'; color: #006600; mso-ansi-language: EN;"> </span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span lang="EN" style="font-size: 10pt; font-family: 'Arial','sans-serif'; mso-ansi-language: EN;">Mr. Laughlin&#8217;s whole career can be seen as a series of attempts to perfect the techniques he will bring to his must-read manual, arising from some marvelous qualities he demonstrated, even as a political youth:</span></p>

Lester Ralph</span></a>, a former Somerville mayor who served with McLaughlin on the County Commission in the 1970s. “If he can do something legally, or illegally, <b style="mso-bidi-font-weight: normal;">he’ll prefer to do it illegally</b>. Because it’s his nature.”</span></p>

<p class="MsoNormal" style="margin: 0in 0in 0pt 0.5in;"><span lang="EN" style="font-size: 10pt; font-family: 'Arial','sans-serif'; color: #006600; mso-ansi-language: EN;"><a href="http://www.thesomervillenews.com/archives/20944"><span style="color: #0000ff;">Eugene Brune</span></a>, <a href="http://www.wbur.org/2012/05/21/somerville-new-identity"><span style="color: #0000ff;">Somerville</span></a> mayor from 1980 to 1990, said McLaughlin looked for ways to enrich his contract as housing director, even asking Brune to appeal to the Legislature to <b style="mso-bidi-font-weight: normal;">make the Somerville housing director a lifetime position</b>.</span></p>

<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span lang="EN" style="font-size: 10pt; font-family: 'Arial','sans-serif'; mso-ansi-language: EN;">There&#8217;s another precept straight out of <i style="mso-bidi-font-style: normal;"><span style="color: #4a442a;">How To Steal Big: &#8220;Never be content with the status quo; always strengthen your position, always be on the offensive.&#8221;</span></i></span></p>

<p class="MsoNormal" style="margin: 0in 0in 0pt 0.5in;"><span lang="EN" style="font-size: 10pt; font-family: 'Arial','sans-serif'; color: #006600; mso-ansi-language: EN;">“I said, ‘Absolutely not. <p style="margin: 0in 0in 0pt;"><span lang="EN" style="font-size: 10pt; font-family: 'Arial','sans-serif'; mso-ansi-language: EN;">How very neat – hire a pliant non-profit, have the pliant non-profit hire one&#8217;s son.<span style="mso-spacerun: yes;">  </span>Roca, in fact, is probably an <a href="http://www.rocainc.org/pdf/resources/internal/2012_Roca_Annual_report.pdf"><span style="color: #0000ff;">entirely legitimate non-profit</span></a>, at least judging by its donors and board of directors (see <a href="http://www.rocainc.org/pdf/resources/internal/2012_Roca_Annual_report.pdf"><span style="color: #0000ff;">page 24 of its annual report</span></a>), and <a href="http://www.rocainc.org/about_staff_molly-baldwin.php"><span style="color: #0000ff;">its executive leadership</span></a>.<span style="mso-spacerun: yes;">  </span>It might simply have been used – and often such entities are the best unwitting Bleachers.</span></p>

McLaughlin.</span></p>
<p class="MsoNormal" style="background margin: 0in 0in 0pt;"><span lang="EN" style="font-size: 10pt; font-family: 'Arial','sans-serif'; mso-ansi-language: EN;"> </span><span lang="EN" style="font-size: 10pt; font-family: 'Arial','sans-serif'; mso-ansi-language: EN;">During this post, I&#8217;ll come to the problem of economic human shields: how Mr. McLaughlin and his co-conspirators (of whom there must have been several) used the extremely poor residents in Chelsea Housing Authority properties to camouflage his larceny, deflect attention, and interpose the residents between him and any government accountability.<span>  </span>For now it is enough that he presided over decrepit housing that if private would have landed its owner in jail.</span></p>

McLaughlin appears to have diverted millions in federal money from construction projects for low-income family and elderly housing, records show, freeing up <b>an enormous slush fund that benefited himself, his family, and his friends</b>, while leaving tenants to make do in dreary apartments that have not been updated in fifty years or more.</span></p>

Asked by a Globe reporter about reports of his high salary in Chelsea, McLaughlin confirmed that he made $360,000 and that he had deliberately concealed his salary from regulators, calling it “the rebel in me.”</span></p>

<p class="MsoNormal" style="margin: 0in 0in 0pt 0.5in;"><span style="font-size: 10pt; font-family: 'Arial','sans-serif';">“We must temper the principle of precaution to restore to French people their right to risk,” he said on delivering his report.</span></p>

<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="font-size: 10pt; font-family: 'Arial','sans-serif';">Aside from having communes to make their own local decisions about matters that are purely local (such as whether a particular sidewalk needs to be the width of <i style="mso-bidi-font-style: normal;">two</i> wheelchairs), a balanced principle would allow a commune or similar level of government to decide that the cure is worth than the disease. </span></p>
