		<description>What a wonderful effort. I like the competitive process of it all. It teaches the grant-making agency a lot about local effort and leverage. Leverage in this case, really is similar to equity.

		<description>Not very good graphics design subtracts from the quality of the story, which with Neal, is almost always very high.  Am also not comfortable with (ed. notes) from an &quot;ed.&quot; who may, or may not, have an interest in putting into a column something that Neal had left out.

Remember the 11th Commandment:  &quot;Fix not that which is not broken.&quot;</description>
