Laminar and turbulent legislative environments

Fluids dynamists speak of two kinds of liquid flow over surfaces and obstacles:
 

Laminar.  Fluids move smoothly in sweeping curves.
Turbulent.  Fluids are choppy, broken into eddies that change chaotically.
