Kecia Rust has been involved in research, policy development and policy evaluation in South Africa's low income housing sector since 1992 when she joined the National Housing Forum as a member of the Secretariat. In 1997 she formed her own consultancy, specialising in low income housing research and development policy. Her areas of focus have spanned from social and rental housing, to public participation processes, to the participation of the private sector. In this latter area, her most recent area of focus has been on the delivery of appropriate and affordable housing finance to low income earners.

Kecia currently acts as the "Housing Finance Theme Champion" for the FinMark Trust, an independent trust with a mission to "make financial markets work for the poor".

Kecia was awarded a Masters Degree in 1998 from the University of the Witwatersrand, Graduate School of Public and Development Management, Johannesburg South Africa.
